ISDN router (?) problem...

I have an ISDN line in my home from Bellsouth in Louisiana since I can't get cable nor DSL where I live. Currently, I have a netgear RH348 ISDN router. I use an ISP with the access number of 300-4499, but this ISP is MUCH more expensive then others I have found in my area, however the other ISP's in my area all use the same access number 906-4050. I have tried MANY times to get my router to dial this number, but it will not the only way to get the router to make the call is to ask it to use DOVBS instead of a 64k digital connection which is like a normal modem call (it uses something like the shotgun modems use 56k+56k=112k). Is this a router problem, a line problem, or something else I don't know about? I'm fairly new to ISDN (only had my line for 4 months) so maby there is something I am overlooking...

edit: This problem always happens when i try to do a digital connection to numbers that start with a 9
