ISDN router connecting when it's not suppose to

I have a Pipeline 75 isdn router. I see it connecting when any one of two computers start up and it shouldn't be connecting. I put a firewall on to try and find the cause but it didn't help find the problem. The only thing I found out with a firewall is when I locked out the internet it didn't happen.

After reading about the Pipeline misunderstanding some traffic and causing it to connect I ran a sniffer. What I found is the computer is requesting a who for the IP address of the router and a tell to it's address. This seems to be causing the router to connect. The other part of what I read about the Pipeline connecting when it shouldn't was about using a connection filter to stop certain traffic from triggering it to connect. I'm not sure how to use this filter. I am also not an expert on network traffic.

Any help is appreciated.
