IS7: Hesitation?

I just helped a family member put together a new system based on the IS7. He is now experiencing a hesitation after bootup. Once the computer has come into windows, the first time he trys to open My Computer it locks the computer up for about 3 1/2 minutes and then its fine. What would cause this?

So, your saying that it might be network related? He is not on a lan per sa but, is connected to the internet via broadband (dsl to be specific).

Had not thought of that.

Thanks. I think he is running DHCP since he is on broadband but, I'm not sure if they allow him a permanent IP. We'll test anyway to see if that's the hold up.
