I heard that Social Security is based on the sequential running count of people in the US which is run by the Census. Is that true?

No, there's one single guy at the SS office with a big golden cage with numbered balls in it. Every time a baby is born he turns the crank and pulls out little balls with numbers on them to assign a number.
