so is windows xp OEM identical to winXP Retail being sold? beside the packaging, manual etc.

the reason i asked is, i can get an oem of xp for half of what the retail cost, but i have to buy hardware with it. i guess that isn't so bad, so i might as well buy some extra memory. anyway someone answer my question please.
