Is Windows XP SP3 officially released?

Hi I was looking at the microsoft site and they had a dl for SP3. It is supposed to be just a minor update..but I wasn't sure if SP3 is officially released or if it is the beta version. Can anyone please me let me know if they know if SP3 is released and if not then if they know when the final release date for it will be. thanks.
 
Stash is correct - it is currently RC2. I downloaded the big file and it isnatlled perfectly over RC1. No noted change - still works AOK. I suspect that RTM is only a couple of weeks away.
