is Windows Me a bootable CD?

I was told that you could boot from the Me upgrade CD, it would just ask to insert the 98 or 95 CD whichever upgrade you happen to be using to verify it then continue to load.
if so, just how is this done?
i have tried to boot from CD in bios but always get "failure"

Do you have a startup disk? If so put that in and turn your computer on. At the menu choose start computer with cd rom support. Once that's done type d:\setup (where d: is the driver letter of the cd rom, it should tell you the drive letter right before it goes back to the a: prompt). It should put you at the installation screen. From there just follow directions. It should work with just the upgrade. I know I did it with win98 2nd edition. Just entered win3.1 when it asked for upgrade compliance check.

If you don't have a startup disk and you have access to another computer. It's under my computer, control panel, add/remove programs. Click on the startup tab. Make sure you have a blank floppy ready to create the disk.
