Our regular PCs get upgraded Windows 95 -> 98 -> ME -> XP, etc....

How does the Windows CE line work? There is a Windows CE 2.0 -> 3.0 -> 4.0 .net
Does everyone buy the new OS and just upgrade or certain PDAs can only handle certain OS versions? Thanks!

There's an upgrade path just like the other OS'. I've upgraded devices from Pocket PC 2k to Pocket PC 2k2, etc.

You can upgrade, but only if the manufacturer of your CE device provides an upgrade (you can't just go down to the store and pick up a copy of the new version) -- the upgrade typically includes drivers & other files that are specific to a particular device (so an upgrade for an iPAQ won't work on a Dell, for example).

the upgrade path with pocket pc is that of the macintosh. your pda may support a new version of pocket pc, but then it may not. that is, upgrades to a new version is solely dependent on the decisions of hte manufacturer of your PDA. and unlike upgrades before, you are reinstalling the operating system via ROM. and you LOSE all your data no matter what you do. (backup).

you buy pocket pc 2002 or pocket pc 2003 from the manufacturer of your pda. you dont buy a "generic" version due to the massive amounts of customization required for each pda to work.
