Is Web developement becoming cheap labour?

I'm curious to know since so many folks seem to have this skill set, if whether or not web development is getting less and less needed by folks.

Yes, it's declining in value.

Supply: Going up. Many more people learning skill.
Demand: Decellerating. Everyone has a webpage now, and even as companies expand, we're beginning to outgrow the bang that happened from when NO ONE had a webpage.

Yes they are and same goes for database/software developers, and networking. However there is a shortage of skill trades workers.

making a webpage does not mean being an applications developer. There will always be demand for an applications developer, it doesn't matter what language or medium they use.
