Is upgrading my old PC viable?

My current PC build is this:
  • Mobo: Gigabyte GA-P35-DS3L Rev 2.0
  • CPU: Intel Core 2 Duo E4500
  • RAM: 4x2GB DDR2-800(PC2-6400) Hynix
  • GPU: Gigabyte GV-RX385512H (Radeon HD 3850, 512MB)
  • HDD: Western Digital WD3200AAKS
  • Optic: Pioneer DVR-110D DVD-RW
  • PSU: Chieftec GPS-450AA-101A
Is upgrading this old PC possible? If yes, what would you recommend for a non-OC upgrade?
 
Maybe, if you can pick up a q9550, 9450, or something like that...maybe.

Also, 4 more gigs of ram would be helpful.

A budget for this, imo, would be 100 or less....

But really, saving that 100 and putting it into even a low end new build would be like night and day.
