I already had the settings on enabled except for C3/C6 and Bidirectional PROCHOT which I do not even see in my bios.
Look for "Intel C-State" under overclocking tab. It's required for full turbo boost (turns off unused cores completely so the used ones can throttle up). Also EIST and (obviously) Turbo Boost have to be enabled.
Bidirectional Prochot is for cpu overheating prevention, not necessary for turbo. I can't find the setting in MSI bios so I'm guessing it's enabled by default (which is good).
Other setting of interest: "Primary plane turbo power limit" (maybe increase it?)
You will probably never see the 1-core turbo occur. There are many other processes running in the background which will prevent all of the other cores from being turned off.
Well, I can't say for Sandy Bridge but my experience with Lynnfield is that it never doesn't fully utilize Turbo Boost. But this might differ per mobo.
