Is this website a scam?

hi,

i came across this website and wondered if it was a scam.

http://www.chromegadgets.tk/

the contact number is invalid and he has only been a paypal member for 4 days.

if i do buy something and dont receive it can i make a claim with paypal?

i live in the uk and it is a uk website, all prices are listed in pounds.

If you even have to ask whether it is a scam or not, you shouldn't shop there. I wouldn't spend any money unless I was 100% sure it was legit.
