That depends.

First, your BIOS must supprt USB bootable flash memory.

If it does, then just about any flash memory device can be made bootable.

If your question means, are they bootable off the shelf? Probably not . . . but neither are hard drives.

Some USB flash drives show up as HDs, and some don't, in the BIOS. I might assume that it was required for them to show up as HDs in order to be bootable.

No, that's not necessarily so. I have one machine that can boot from a flash drive - my Thinkpad T60 laptop. The trick is to properly prepare the bootable flash, and that USB devices are in the boot chain.
