I'm sure it works on the principle that noise cancelling headphones do - Produce a sound wave exactly opposite the noise you're cancelling & the two waves will interfere with one another & effectively eliminate the noise.
The difference is that noise must travel through the headphones to get to your ears, whereas in a PC you'd have noise generators at different distances from you. While I don't know for sure, I would imagine that unless the device predicted the noise pattern it would be possible for them to be out of sync depending on where you were in relation to them - Which would actually make the situation worse.
I've thought about it before, but while it works for headphones & the like I'd wait & see how it works before I'd buy one.
