If you have a large enough case, just put a really big air cooler on it and it should run 4 GHz in the 70s or lower (IIRC) - unless you live somewhere where it really hot and you don't have AC. Seems like the easiest fix for better gaming.

Opt.2: Save your pennies and build a new system when Intel Skylake comes out (~18 months).

How I would know my Pings are yellow ?
I use command line to ping Internet Gateway address

I am referring to your in-game ping. I haven't played since the new patch, but there should be a little line/bar in the lower right corner of your screen that changes from green to yellow to red, depending on your latency. If you hover over the bar with your mouse, you will see your exact in game ping/latency.

Well then, seems like a no brainer to overclock to 4 GHz, seems like it was pretty straight forward back then. My 65 nm Q6600 hit 3.6 GHz easily with a big air cooler (and it's still doing F@H 24x7 @ 3.2 GHz on a smaller HSF). From what I remember, getting the top of the line 45nm Quads to 4 GHz was a piece of cake back then - that's a nice 25% lift in CPU performance.
