Is this the smallest case for 5850 GPU?

No. there are smaller. The Silverstone SG03 for one. It depends on what you want though. The SG03 has poor airflow so if your system has hot running NB/SB/VREGs, it isn't a good choice.
 
Ah, good eye thanks. Too bad about the cooling.

I guess that means P55 4.0Ghz on air is out for that one...
 
Check out the Silverstone SG-05 or SG-06 mitx cases. Those should be able to fit the cards provided to have flexible power connectors.
 
5850 will fit in quite a few mini-ITX cases. Shuttle PC's, Silverstone has a few offerings, as well as a few off-brand chinese cases. From there, you can to a slightly larger micro-ATX case, which you'll have much better luck with fitment. You have the Lian-Li v351, Thermaltake Lanbox Lite, Micro-Fly, and countless other mini towers and cube style cases.
