yup... it appears so. If it were a temporary outage caused by some technical issue, they would probably indicate a time frame as to when the site might be up. I bet the word came down from the powers-that-be that today is the day.

Signs were everywhere... especially when merchants stopped accepting flooz (i.e. they aren't going to get paid).
