Is this SATA card safe for software RAID 1?

Since that's a 1x PCI-E card (500MB/sec), you might be bottlenecked with all four HDDs connected, depending on how fast the drives are. (A single SSD would be faster than that card could handle, theoretically.)

But performance depends on the controller chip, ultimately. I'm not familiar with the 88SE9215 specifically and I can't find any benchmarks (not like the good old days when people actually did component reviews.)

But Marvell has made some pretty dodgy controllers, (their early SATA-3 controllers were outperformed by the SATA-2 controllers on Intel motherboards) so I'd probably shop around more if I were you.
 
I will be using 2 x 4TB seagate 5900 RPM drives, and maybe upgrade later to 4 drives.

I am concerend more with corruption, or flakyness rather than sheer speed. Its mostly for storage, and transfering things over the networking.

In that case, the card in OP will be fine.
