Is this PSU quality/good enough for me?

I have ordered a Athlon 64 3500+ "Winchester", MSI 6600GT and an A8N-SLI Deluxe, I am wondering if this is a good power supply:
Cooler Master Real Power 120mm fan 450W Power Supply With Active PFC, Model "RS-450-ACLY" -RETAIL

It needs to be not very loud, 24-pin, and at least 380W.
I don't want to spend over $75

Try this instead w/ shipping it's very slightly over your price range but it's a much better power supply E-POWER "Tagan" Series 480W Power Supply, Model "TG-480" -RETAIL The same OEM that makes the OCZ PSU's makes this unit.

Zebo, why aren't dual 12V rails good? I thought they did this to provide improved stability?
