Is this PSU overpriced?

No, not really, espacially toms..............they put down the OCZ powerstream just for recieving a defective unit (they didnt even test it, although it is a good PSU...... defects happen)

I wouldnt trust that they know how to use a multimeter, or any meter for that matter
 
The load of the 3.3V and 5V line is close to nothing in new computers, so high specifications on these lines are really not that important, they still need to be stable though.

there still used though, however unimportant they are...... every molex connector uses 5V, and im sure you dont want your hdd recieving 4v instead of 5

but yes, they are slowly growing out of importance (lets make everything 12V only)
