650W is the recommended PSU for that card. In case you plan for a future upgrade you might want a bigger PSU.

It may handle some overclocking, the 3600 does not draw much power. After all, why don't you add the power you think you will be using, including overclocking, and check how much power you will be drawing.

Though there are other things I would change about your build which i think are more important than preparing for overclocking.

About your build, since your motherboard supports M.2 nVME drives, you should install that instead of a SATA SSD.
