Is this Powersupply good enough for an 8800GTX?

It will probably be ok.. It's your whole system that I'm a bit worried about, not just the gpu.. I had an Antec Neopower 480w but it had 18+15A on a similar(regarding power requirements) system with yours w/o issues whatoever even heavily O/Ced..
Dunno it's up to you just try it

15A on each rail is fine, the 28A refers to both rails in total. The two rails aren't really seperate either anyway.

And those recommendations are targeted at cheaper/oem PSUs who tend to exaggerate their rating. you should be fine even with the 3 HDs.

My Seasonic Super Tornado 400W ran fine with my 8800 GTS and two HDs anyway and it had 22A on 12V....
