Is this power supply not longer good?

My friend turns on her system, and she gets nothing but a blank screen. The machine sounds like it is running, but system doesn't POST, doesn't boot, basically all she gets is a blank screen. I swapped video cards, but makes no difference. Then the power supply starts to make a loud noise. So I am assuming the power supply is bad, right?

Also, assuming the power supply is bad, do I need a 300w PS for a Athlong 1GHz?

The first thing to do is take out all the non-essential cards and see if the system still boots. It looks like a bad power supply because of the loud noise and the blank screens. Loud noises from the power supply can mean bad bearings on the fans inside th PS. When a system does not POST, a bad power supply is only one of the causes. It could also be bad RAM, bad CPU, etc, but seeing as your friend's computer was running fine, I would try a new power supply. Hope this helps.
