Hypothetically speaking... <--- please keep this in mind!!!

#1 - Assume that a person has a consumer ISP which shells out IP addresses over DHCP (standard Cable, DSL, whatever).

#2 - Also assume that said person has access to (or registered) an IP address block from IANA or another world internet number body.

Without any configuration otherwise from said person's ISP, would that person be able to connect and route in both directions his or her address block through the ISP using the ISP's DHCP assigned address as the gateway? Or does that require the ISP to manually add routes to the new address block?
 
no, it wouldn't work without the ISP intervening. SOHO ISP's won't even talk to you about this...commercial ISP's ask if you want some of theirs, of if you have your own.

That's exactly what I wanted to know. So any and all endpoint routing will always have to come from an upstream provider... works for me.
