I have an internal DSL modem, and allowed 1 IP address by my ISP. Is it possible to set it up so that 2 computers can share the connection, and how could I do this in the cheapest possible way?

Yes, definitely possible...

Put a NIC into the PC with the internal DSL, and another NIC into the other PC... connect them with a crossover cable and run Windows ICS... This will let you share the connection, and the 2 NICs should only run u around $20...
