I live in the US, but I want to be able to browse the internet using my friend in Canada's internet access/router so that I have a Canadian IP when browsing.

Is that possible? Would that be considered a VPN or something else?

He would have to flash the router with a third party firmware like DD-WRT and create a VPN or SSH server.
