I got in on the P5Q Pro/Corsair Dominator deal a few weeks back.
Seeing's how my current cpu (Q6700) will never go higher than a 400FSB, should I stick with my Mushkin DDR2-800 (5-4-4-12, 1.8V) instead of the Dominator DDR2-1066 (5-5-5-15, 2.1V)?
 
I'd stick with the Mushkin. You could probably push it fairly close to the level of the Dominators anyway, if you really felt the need.

The only reason you need DDR2-1066 rated memory is if you plan to push your fsb to 533MHz...on a Q6700 that's simply not going to happen.

If you're running a 64-bit OS just use all the memory for better performance overall. Speed & timings has minimal impact on C2D/C2Q processors, total amount has a bigger effect (especially if you run short).

As Denithor was implying, just about all DDR2-1066 is overrated, at least for Core2 based systems. For the most part, DDR2-1066 uses the exact same chips as high-end DDR2-800, the manufacturer just specifies a higher voltage.
 
not to try to hijack the thread... but are you saying theres no point in using say 2 gigs of 1066 with a e8400 as opposed to 4 gigs of 800 for the same price?

For 99% of users that's correct.
