Is this normal?

Ive got a blue orb CPU cooler and on the box it says the fan speed is 1700 RPM +10%.....but everytime i go into bios it only spins at a maximum of 1150 RPM.

Also when i boot up the pc..it flashes and then starts spinning after about 2 seconds, i dont know whether this is normal either.

If any of this is not ok i want to return it and exchange for a zalman.
 
Your mobo probably has a simple fan controller for the CPU fan header. You can disable that in the Hardware Monitor program provided with your mobo or in the BIOS setup (in the Hardware monitor section where you can see the fan speeds, voltages etc.
