Is this normal?

I noticed I am getting fluctuations in my OC, my core speed is jumping from 2.4 up to 3.0 and my multipler keeps changing right along with it. I OC'd my Q9300 by increasing the FSB to 1600 giving me 3.0, vcore 1.18... I am confused on where the fluctuations are coming from? Any help cause i've got a case of the stupids right now!

It's from Intel's power saving technology: Speedstep. You can disable it in the BIOS, but if you aren't experiencing any performance loss when you need it (when the CPU is under load) then leave it enabled.
