Is this normal?

I bought an Antec *shudders* 400 Smartpower and the white plug on the 20 pin-mobo connector is missing, just an empty hole there.
Are they built this way?
My current 300watt Antec switching is causing constant reboots so I got this for $30AR.

That be the #18 pin, third from the end matey. Arggg, the -5VDC was dropped awhile
back ya-sea. No big deal mate as it only serviced ISA cards and some PCI sounds cards.

Now why did ya buy another Anwrec...Ye been drinkin' too much grog. Agrrr.

ATX12V Antec's do not have a -5V. Therefore, there are only 19 wires on a 20-pin connector.... 23 on a 24-pin connector.
