Is this normal on a lens?

I bought a efs 55-250mm lens as a present and I opened it to make sure all was okay and all documentation is there etc. I took several shot with it and all images are excellent should I return it and get another one?

Is it just a warping in the rubber, or does it actually feel like there is something underneath the rubber that is causing the bump?
 
If you paid full price for a new lens in perfect condition, then yes - send it back for another one. An imperfection like this should be the basis for a discount. Explore that route as well. In any case, a call to your source is in order.
 
Yes, return it.

My first thought is that a screw is backing out under the rubber. Whatever it is, it might not be a big problem until after your warranty expires...
