Is this normal - CPU speed fluctuating within CPU-Z

So here's the setup:

GA-650SLI-DS4 board
2X 1024 Ballistix PC2-8000 running 900mhz@ 4-4-4-12
E6420 @ 3.0 (FSB = 375).

CPU-Z shows my processor speed as well as the bus speed as 3000.1mhz. A second later it drops it to 3000. Down to 2999.9. Down one more decimal digit. Then back up.

Seems to fluctuate along with the FSB within minor room. Is this normal behaviour?

Also, CPU-Z indicates 1.392 as my voltage, specified as 1.4 in the BIOS. Is this significant a vdroop normal as well?

Thanks.

Not sure about your voltage question, but processors do fluctuate in speed slightly.

Every processor I try with CPUZ fluctuates and the voltage reading on Core 2's is fairly accurate up till around 1.4v where anything I go above it will read out as 1.392v.

How does that wildly fluctuating clock affect performance ?

Just kidding..:D
