Is this new P4P800-VM dead?

I have had this motherboard sitting around for a long while.... I finally got around to test it in a new small case that I also had for long... and when I pushed the power on, absolutely nothing happened. Normally if you have a problem, you see the fans running for a second and go off, but here, nothing.

Then I suspected a Short, so I pulled the mobo out of the case and placed it on top of a newspaper. Same result., nothing.

I thought may be the power supply was too small for the 2.4C CPU, so I installed a 2.0A. Same symptom. Nothing.

Then I pulled out one of the memory modules just in case, and connected the mobo to another power supply. Same again, nothing.

I checked the continuity of the startup push button and its ok. I have a digital voltmeter, but I am not sure where to measure...
If I had to guess, I would think the motherboard does not send to power on signal to the power supply, or may be it is totally dead.

I have built many systems in my life but I am lost here... Any ideas?

do you even get the green ready led in between the pci slots? it should be lit when power is present.

No, even the green LED..

But I just found the problem. The 115V Power cable is bad. It looks perfectly good, but it is bad. I replaced it and now it comes up. This is the first time I have ever seen one of this cables fail.

Okay, I guess is time to put all back the way its supposed to be...
