Is this mother board dead?

Just got a KG7-raid from Compgeek and i wonder if it is dead since it won't power up. Actually the system will power up when I press the power button, but it power down immediately, and there is no beep, no display. After it power down, it will not power up again until the AC supply is switched on/off again. Is there any reason other than mother board problem that cause this? (Excuse me if I missed something. It is my first time to install a mother board.)

My system:

KG7-raid mother board
AMD Athlon 1.2Ghz CPU
Crucial 256 DDR 2100 RAM (Just got this one, have not test it b/c my old mother board use PC133 RAM).
eVGA GeForce2 MX200 AGP

I disconnected Hard Disks, CDROM/DVDROM, unplugged all add-on cards, connected no external device, in order to power up.......but it won't :-(

Here is a quick guide to checkoff in case you missed something basic link Also, what power supply are you using? how many watts is it? what is the 3.3&5v combined output rating(it should be on the sticker on the side of the PSU)

Excellent reply that I would only add one point to. You can get an Antec Power Supply testor at many stores for under $15.00. Well worth the $$ and saves a lot of headaches. Actually, upon further review, one can be had for $14.99 (plus shipping) at CompUSA.
