Is this Monitor broken?

A few days ago, this happened to my friend's laptop. White area of the screen suddenly turned aqua. (The laptop is already using the latest video driver, it wasn't any update that have caused this)

When I turn on the computer, before windows is booted up, I see red vertical lines on the screen too. But the computer is otherwise, perfectly usable.

Does this mean the monitor is broken?

If you have a white screen up does it only happen on the white? Is it a persistent blue in those areas?

Normally that is a sign of a failing cable or the PCB detaching from the LCD glass.
