TwinMOS 184-Pin 128MB DDR PC-2700, Model TM333/128
I want 2 sticks for dual channel. It's only $18.75 each at newegg.
The MB I'm thinking about is the ABIT "NF7-M" nForce2 IGP with an XP 2700 CPU.

If you plan to run Win XP, then the minimum RAM you want is 512MB. If you use 4 of those, then all the sockets will be full - no expansion room. I would get 2x256MB instead.

How about an Asus K8S-MX with a retail A64 2800+? The CPU/mobo combo price is quite close, it's more powerful, has hardware-enforced Data Execution Prevention, 64-bit ready, and the mobo's passively cooled. It has one memory controller, so dual-channel's a non-concern too. I would probably use one Corsair ValueSelect 512MB PC3200 module, or else Crucial if I were in a paranoid mood

That mobo does have only one IDE channel, so you'd probably want to use a SATA hard drive here.

Isn't 256 enough for XP home if it's just for office apps and internet?

It was my experience that even Win98SE really wanted more than 256MB (mine didn't stop throwing blue screens until I got it up to 512) and I seldom do anything drastic. I wouldn't go with less than 512 even on an office machine. Many are suggesting that 1GB is the target to shoot for with XP...
. I'm running 512 on Win2k and if I get too many tabs or windows of Mozilla going at one time, I can still lock it up...
