Is this legit? It sounds like someone selling keys from a keygen.

With vista they changed it up a bit. There are now 2 key types. MAK keys have to be manually activated after a system is installed\imaged. This also has a limited number of activations.

Then there is KMS which doesnt require the unique key\activation process but you have to run a activation server that your workstations need to hit periodically to remain active.

Save your $20. Microsoft's lawyers are going to shut these folks down in a matter of days -- then go through their records and track the buyers.
 
I would imgaine they have MSDN subscription.

I have access it to at work and can generate keys from the MSDN subsriber downloads for any OS m$ provides.

I would never risk my job or MSDN access for 20$ though.
