In Demand PPV lets you watch the first 5 or 10 minutes of a movie before you buy it. But i have no idea.

Until they get sued it is legal, since they are selling the product and making money for the movie companies I doubt they will get sued.

I think it's legal to reproduce a small portion of a copyrighted work, but I'm not sure how much is allowed.

I once heard you can freely distrubute 30 seconds of a song and that is considered "fair use". Don't know about movies though.
