You can upgrade the 3800+ to an x2 3800+ for $55, which I probably will do if I decide to buy it. If I decided to build one like this, how much less would it cost? Also how good is the video card? I can cope with just playing games on medium settings.

About 5-6 months ago I was going to build a comp but decided I didn't have enough money yet, one of my main parts was gonna be an x2 3800+ which was around $300, I checked now and its about half that price now, so I can finally afford to build/buy one.

Essentially the same in my honest opinion, because it comes down to tax.

Factor in tax. That's a huge price differential. If no tax on both, go Dell, if Tax on Dell, go your original setup.

Also custom Dell's take freaking forever to ship out. I've ordered from both companies, and all though the Dell computer is a lot better value than the Ibuypower, I got the later in 5 days compared to the 3 weeks from Dell.

I live in CA so I got charged tax, but they allow pickup at their warehouse, so kinda cool. (Ibuypower)

How much better is the core duo to the x2 3800? And how is the 7300 compared to the 7900? If I drop the monitor and add the 7900 it would be the same price. If I tried to build that dell comp would it be cheaper or is the set dell price the cheapest you can get it?

Obvious the Core Duo and the 7900 are going to be better than the other choices. But chipwise, the 3800 X2 isn't anything to scoff at. The Video card however is probably going to be a more significant decision.

In my honest opinion, don't spend more then you originally wanted. The Dell deal is better only because the Core 2 Duo Proc is better than the 3800 X2. Adding the video card is an additional cost and will be comparing apples to oranges when you put both configurations side by side.

The 7900 will eat the 7300 for breakfeast and back. But I would rather save that money and use the 7300. If you don't like it, you can sell it off and use that money to your future purchase of a 1900XT, which IMO, is a lot faster and more stable than the 7900 GS. You can find 1900XT's pretty affordable now a days to boot.
