Put it like this. I bet he could copy any hendrix song and add little difficult imbellishments that would be impressive from a purely technical standpoint, but would also destroy the song in the process. So he would be playing something that's "better" than the original song if you ignore the fact that coming up with the song (or something on that level) in the first place is beyond his ability.

Yes he can probably "do" anything hendrix could do, but he could never create that kind of music, only imitate it and get it horribly wrong.
