I seems this dude installed Windows Live or essential... toolbar might be a part of that and so "updating" the toolbar becomes important.

Microsoft decide what's important or not by how much it could affect a user... and I should think that a bug causing explorer to crash would be important.

Note: I do not have the Bing toolbar installed, and (logically enough) I have no prompt for that KB either.

Issues that this update resolves or improves

This update resolves some toolbar issues that cause Windows Internet Explorer to crash. Additionally, this update adds new features. These include news, weather, maps, mail, Facebook, search, finance, games, video, rewards, movies, and translation.

After you install this update, the following extensions are installed in Internet Explorer:
  • Bing Bar
  • Bing Bar Browser Helper Object (BHO)

You might also decide to not use the Bing toolbar.

Microsoft always has to push their stupid search. It amazes me how much money they've thrown at it over the years promoting it.

I still don't like Bing (except for the pretty image that it displays daily on my phone).

Just don't install any of that crap including Live anything and you won't need updates. ;)
