is this fiber glass?

I purchased a new home 3years ago. Air quality when turning on heater was noticeably bad so I called a tech to clean air duct. He found this in the main HVAC duct. Is that fiberglass sticking out? if so, what is the health risk that the homebuilder put me and my newborns under by not completing the job?

I'm bit scared for my young daughters. my first one went through very bad stages of eczema and skin irritation, 2nd one is going through one right now..

It's definitely some fiber based insulation. It's hard to make a positive ID from the photo. it certainly could be fiberglass insulation.

fyi: i would wager a bit of fiberglass insulation in a duct is not related to any health concerns.
