Is this fan intake or exhaust?

I'd be surprised if they weren't intakes.

Might want to change your title to say something like "HD cooler fans, intake or exhaust?" as I guess most people will think you're a bit daft since normal fans can be turned withever way around you want. 😉
 
Should be intakes - 1) The filter is on the outside; air should flow through the filter, then the fan. 2) The air usually flows in the direction that the (stationary, not spinning) model number label is facing - this method isn't always reliable though, as some manufacturers will stick another label on the spinning piece.

the tag is facing the inside...air is blowing in the direction of the tag...

i.e blows inside cause the tag is faced inside
