So lets say I have a background with a character in the center, is there anyway to draw an invisible clickable box into the image that will play a wav file whenever I click on that part of my desktop?
 
Anything's possible. Whether or not it's easy is the question 😉

Since you didn't specify, I'm gonna assume you're talking about a windows desktop. I'm not aware of how you can make the normal, image-based, background smart like that but maybe you can do it with a web desktop (Display Properties -> Desktop -> Customize Desktop -> Web) using javascript or something.
