It came in my bulk mail folder as opposed to my regular folder

No. Change your e-mail password. Change your paypal password. And do it fast.

Somebody might be trying to get into your paypal account. The only reason they would -- if they knew what they were doing -- send the "forgot password" to your mailbox is if they already had access to your e-mail.

Or they could just be retarded.

Whatever the case, I suggest you take action immediately. It's better to err on the cautious side. Therefore, don't bother clicking on the link. Just go to paypal like normal, log in normally, change your junk, do the same with your e-mail box, and be done with it.
