Is this budget cpu / mobo viable?

Just wondering if the following processor and mobo is sufficient for a budget HTPC rig.

If i decide to do any gaming in the future I'll pick up a mid-tier GPU but this is not a priority at the momen. Am I able to stream HD videos with 7.1 surround to my tv, through my receiver, without needing a GPU using the below?

I'm pretty sure I can, via assassin's guides, but just want to make sure.
