I didn't want to post this, as this story is just insane..

So my question is who's responsible for this?

The woman for not taking her meds,
The woman for smoking weed and driving,
The woman for wanting to kill a cop,
or
The woman for road rage?

Anything is legal if you do it in car in a city where traffic laws are not enforced and nobody is held accountable.

That's an odd comment to make. Did someone force you to post it? o.0

FTFY

I don't approve of driving under the influence (of anything). However...claims/inferences/suggestions by officials/authorities and/or media that smoking weed was the cause of her actions, are as idiotic as FelixDeMoron's fact-free opinions on the subject. It's nothing like driving drunk, and sure AF doesn't make people hostile or aggressive.
