is this a worthy laptop upgrade? budget minded inside

My girlfriend has a very weak toshiba laptop. Its got a amd e2-1800 1.7ghz dual core cpu, windows 8 laptop with 4gb ram and a 500gb hard drive. To put it nicely this thing is slow as shit. It constantly lags playing youtube videos and using the browser is really slow. We have 50mbps internet, so thats not the issue.

She raged pretty hard last night, which was quite funny but i feel her frustration when i use it also so i told her we could look into getting her a new laptop.

Id like to spend around $400 tops to get her a better laptop. She mainly uses it for youtube videos, facebook, email and general web browsing. I figure a intel cpu should be way better performance wise for her.

I have a local microcenter and they always have a ton of open box/refurbished laptops and im fine with buying one of those but i dont know if it is a worthy upgrade.

Does this look like it would be a big upgrade to what she has now performance wise?

4gb ram, 500gb 5,400 rpm hard drive
15.6 inch 1366x768 screen.
I know the screen res is low but its the same as she has now and shes never complained about it.

If you know of a better deal performance to $ wise please let me know. It wont be used for any gaming, editing or anything really intensive just need something better then what she has now.

That's your problem right there, your budget is squarely in "craptop" land. You'll just end up with another poor performer for that price. Think $800-1000 for a decent high-end laptop.

Edit: Not that craptops don't have their place. I bought a pair of N2830-based Bay Trail Atom Celeron 2.41Ghz laptops, for ~$230 ea, some month ago. But I knew basically what I was getting into. Thankfully, they aren't quite as slow as my E1-2500 AMD AIO, that's laggy. But none of those PCs are what I would call performance.

That i3 1.9Ghz should be around twice as fast as the AMD laptop. Might be worth it, depending on condition.

Since when is a $800 laptop a requirement for web browsing and youtube videos?

The CPU is not the problem for youtube, it usually the GPU, So the Intel HD4400 will be sufficient for youtube.
Actually if you do a clean OS installation on the Old laptop. I believe it will improve the performance a lot.

Tell her it's not her fault. You would think getting a newer laptop would at least have a somewhat decent processor in it but we had processing power out 10 years ago that was faster than that e2-1800. By comparison the e2-1800 gets a 847 PassMark score vs the i3 4030U which scores a 2722. That i3 would run circles around the current processor she has.
 
Well we ended up getting a new laptop today at microcenter. Looking for any input from you guys on this. Paid $285 plus tax for it open box and it looks like brand new no scuff or anything on it anywhere

I set it up just now and set up our wireless printer and so far this thing feels way faster then the old laptop we had. She is very happy with it. I think I got lucky being able to get a i5 cpu laptop for under $300.

It doesn't have a disk drive but it's not like we ever use one anyways, the resolution on the screen is 1366x768 but I've never used a 1080p laptop so I don't know what I'm missing but it doesn't bother me using this with the lower res.

Overall I'm very happy with the performance, when I went into this I figured I'd get stuck with a Pentium cpu at best but I managed to search round and come up with a haswell I5 cpu.
