Is this a video card problem?

Last night my computer started being a B****. I installed a new cpu heatsink and fan which I don't think had anything to do with this problem. When I turned my machine on I got 1 long beep and 3 short beeps. My motherboard manual says that this is suppose to signify no video card. I have reseated the card literly 50 times. With no luck. The only way I can get it to boot is by reseting the cmos. Once I short the jumper it ALWAYS boots up. With the usual checksum cmos error of course. I have managed to get it to work only 1 since then without having to short the cmos jumper. So is this a video card problem? OR a motherboard problem? Since it boots up after i reset cmos, I think it is safe to assume my video card actually is seated correctly. So it must be the card itself or the motherboard. PLEASE HELP! I have home work to do on this computer.

Motherboard: Soyo K7VTA Pro
Video Card: Gigabyte TNT 2 M64, 32mb
Processor: 1.2 T-bird
Ram: 1gig of crucial

what sort of heatsink and fan are you useing and do you have it connected to the motherboard itself or to the powersupply? if its hooked up to the motherboard and drawing to much power it would cause problems
