is this a sound card problem?

sometimes when going to a new web site or when recieving an IM my sound and music buzzes for just a second. is this a problem with my sound card or speakers?

what motherboard
kt133 has a problem with sblive cards for the most part
i think kt133a as well

i had problem with crackling and what not with a7v (kt133) and sblive value in 2k, but in xp its gone
disabling acpi did work however for me in 2k
